Originally denominated 2 centavos in olive green, the stamp was later surcharged “Habilitado en 5 Centavos” in bold black type to address a postal rate change or shortage of higher-value stamps. The overprint and horizontal black bar indicate revaluation and repurposing of existing stock — a common practice in early 20th-century Paraguay.
