This Paraguayan overprinted stamp originates from the early 1900s definitive series depicting the national coat of arms and the Unión Postal Universal inscription. Originally issued as a 40 centavos red stamp, it was later surcharged “Habilitado en 7 centavos” in black to meet a shortage of lower-value denominations. The term Habilitado indicates that the existing stock was officially authorized for reuse with a new value.
Such provisional overprints are a hallmark of early Latin American philately, reflecting practical postal adjustments during periods of economic or supply limitation.
