This Paraguayan overprinted stamp originates from the early 1900s definitive series depicting the national coat of arms and the Unión Postal Universal inscription. Originally issued as a 40 centavos red stamp, it was later surcharged “Habilitado en 7 centavos” in black to meet a shortage of lower-value denominations. The term Habilitado indicates that the existing stock was officially authorized for reuse with a new value.

Such provisional overprints are a hallmark of early Latin American philately, reflecting practical postal adjustments during periods of economic or supply limitation. Collectors value this issue for its bold typography, historical transitional usage, and clear red-and-black color contrast typical of Paraguay’s early 20th-century issues.
