This is a classic Paraguayan provisional issue, created by surcharging an earlier 8 centavos blue stamp with the black overprint “Habilitado en cinco cent. 5”. Issued around 1892–93, such provisional overprints were applied due to shortages of lower denomination stamps for regular postal use. The original design shows the Paraguayan arms within an ornate frame, inscribed “UNION POSTAL UNIVERSAL.” Collectors value these overprints for their historical context and numerous varieties, which often include differences in font, spacing, or alignment of the surcharge. Well-preserved examples remain desirable pieces of early Paraguayan philately.
