This is a Mexican fiscal (revenue) stamp issued in 1909 with a face value of 40 pesos. It was used for official financial control, specifically marked “Control del Talón” (control of receipts/stubs) for patents, direct accounts, and guides filed at the revenue office (Oficina Recaudadora). The design is printed in blue with a strong vertical frame and includes the year Año 1909 prominently in the center. At the top, a control serial number “04969” is printed in black for tracking. Such fiscal issues were not for postage but served to validate government fees, licenses, and legal processes.
