This classic Paraguayan stamp originates from the early Union Postal Universal (UPU) issues of 1892. Originally printed in blue with a central numeral and national arms, it was later overprinted in bold black with “Habilitado en cinco cent. 5” to authorize its use as a 5 centavos denomination. Such surcharges were applied to repurpose existing stock during periods of postal rate changes.
