Printed by the Bundesdruckerei in Berlin, it features bold architectural detail in red. The overprint "RESELLADO / VALOR Bs. 0,05" denotes a revaluation during a period of postal rate change, reducing its face value to 5 céntimos (Bs. 0,05). Such surcharges were applied due to economic adjustments or stamp shortages and are prized by collectors for their historical context and variants.
