It features vertical lines with bilingual inscriptions “Ober Schlesien” and “Gorny Slask”, and the French title “Commission de Gouvernement”. The surcharge reflects postal rate changes during the plebiscite period. Still affixed to a piece of original paper, this stamp is a prized addition for collectors of overprints and transitional postal issues.
